Lobelia - Qu. Victoria Cardinal Flow. The Lobelia 'Queen Victoria Cardinal Flower', Lobelia fulgens, has unique dark red, almost scarlet, spiked flowers with burgundy foliage. Blooming from summer into early fall, 'Queen Victoria' has a plant height of 3' and a spread of 12-18". 'Queen Victoria' needs to be planted in full sun, but can tolerate some afternoon shade.
